Most Europeans need only their passport to visit the U.S. Mexican citizens must apply for a B-2 tourist visas through the nearest Mexican embassy or consulate. They must first get a Mexican passport. It is extremely difficult for a Mexican citizen to get a visa to visit the U.S., especially if they are young males and do not own a home or a business. I have witnessed this over and over. The visa officer they have their interview with will presume they will not leave the U.S when they are supposed to, and they must have a way of convincing him they have compelling reasons to return home. This is clearly stated on the visa instruction page and is not just for Mexicans, but for people from every country that is required to have a visa for the U.S. Overstaying and violating visas is a huge problem, that is why it is so very hard to get one. See site below. This is the starting point for applying for a visa. all instructions are there.
