Right now (and always xD) Acapulco!

It's cheap, fun, is the mexican city that never sleeps, and the sun is just great! You would consider Acapulco right now because most of the country is cold, so I think Acapulco is the way to go!!!!

Baja California Norte. Weather is good right now in the 70s, close to the US border, winter rates on hotels. Great beaches, winter waves for surfing excellent.

Depends on what you want to do, the weather is not as cold as other countries, it's almost ok right now, the pacific coast is warmer than the rest of the country... anyway, returnig to your main question:

The states of the south are cheaper than the ones in the north, Chiapas, Oaxaca and Michoacan will give you a good deal for your money. Depends on the days you have you can make a tour from cancun to mexico city, you'll need a lot of days for that,

If you prefer beaches, puerto aventura or tulum which are near from Cancun are cheaper than the last one and Playa del Carmen. Oaxaca has his problems still, but they are not as they used to be last year, things are pretty calm by now, it's a nice place to visit and it has Huatulco 5 hours away.

Not as far from the Border, do some research on el Chepe, and Cooper Canyon in Chihuahua. It's also cheap but no beaches.

Escuse my english since i'm not checking the spell, I hope this helps.

Take a cruise down to Mexico. That way everything is planned for you. Food, Shelter, and you can go off the ship.

Best consult a travel agency.
