I have 20 apartments in mexico...i ask for I.d a month of rent and deposit of the same and when a renter leaves i ask for the water and light bill to get paid if not i take it out of their deposit...but when somebody moves in it should be ready for u without any pending bills,talk to ur renter before u sign the contract about the bills if their paid,if not have him pay them so u wont have a balance!
