1) move to New Mexico and rent/buy a place to live.
2) get a NM driver's license/insurance and register to vote in your new district.
3) get a job in your new town (in NM) and pay income tax to NM.

do this for a year and viola! you're a resident.

Careful though - many schools will declare you to be a resident of whatever your parent's home is unless you qualify as an independent student.  Most college students don't qualify as independent.</description>
