This works in almost all states:
1) move to New Mexico and rent/buy a place to live.
2) get a NM driver’s license/insurance and register to vote in your new district.
3) get a job in your new town (in NM) and pay income tax to NM.
do this for a year and viola! you’re a resident.
Careful though - many schools will declare you to be a resident of whatever your parent’s home is unless you qualify as an independent student. Most college students don’t qualify as independent.

Call NMSU’s registrar’s office and they should give you tips. I am going to NMSU, and I”m loving it. Good luck!
