Well… if it’s brand new, you shouldn’t have any problems with that. Just make sure it is, otherwise they get very annoying with powders entering through customs.
I don’t think they have a specific policy, but you have to declare the powders and you have an allowance of USD 300 if you enter by air.

I go to Mexico all the time and do take supplements with me. once in a while they will bust my chops about it, but I take out my Flex magazine and show them that I am trying to bulk up and they let me go. The Mexicans are pretty cool about things. I love Mexico!!
