A tourist visa should work.

The purpose of the trip that you describe certainly would come under the category of “visitor for pleasure.”
Qualifying for a visa is based upon the alien’s application and evidence presented in support of the application. If your friend is firmly established in Mexico, has no adverse immigration history, no criminal record, employment in Mexico, family ties in Mexico, and other things going on in his life that call for his return to Mexico, he could qualify for a visitors visa.

He can get a tourist visa… tell him to go to the Secretaria de relaciones exteriores website so he can get his passport just in case he doesn’t have it.. then he can apply for the tourist visa… tell him to look for the requirements on the internet, i would give them to you but ,some retirements might of changed…

why would you want to to the usa to buy a car their cheaper in mexico unless you want to come steal one then they would let you that the liberal way

I am not sure if you can obtain a visa just for that purpose, it is hard for Mexican citizens to get Visas period. Remember the law regarding automobiles bought in the US changed recently.
“In a bid to protect their own market for new and used cars, Mexico has changed their import laws regarding used cars. Effective Monday, March 3rd, only cars that are exactly ten years old, no more, and no less, can be legally imported into the country.”
